On /ScaleModels/Details/{id} the Request Conversion to Set trigger button was styled btn-outline-dark. Under data-bs-theme="dark" Bootstrap does not auto-invert the dark variant, so the button rendered as a near-black border + black text against the dark page background and was effectively invisible.
